This postage stamp with its accompanying first day cover was designed by Rolf Harder to mark the Fourteenth World Congress of Rehabilitation International, held in Winnipeg in June 1980. The purpose of the organization (and its Congress) is to promote and support the effective integration of people with disabilities all over the world. The image on the stamp symbolizes the motivating force behind rehabilitation — the idea of people helping people. The symbol used for the Congress (overlapping circles within overlapping circles) features on the first day cover. The icon that Rehabiliation International are most renowned for is the International Symbol of Accessibility (also known as the Wheelchair Symbol), first designed by Danish design student Susanne Koefoed in 1968.
